TNS' LEConnect® data service is a secure billing and administrative records file transfer service for inter-carrier transactions. Under the agreement, Intec Telecom Systems is integrating LEConnect® into its existing Carrier Access Billing (CABS) service bureau offering to support business-to-business communications with the Local Exchange Carriers (LEC) on behalf of their Competitive Local Exchange Carrier (CLEC) customers.

CABS allows local service providers to charge other communications companies for access to their customer facilities. Carriers contract with Intec's CABS service bureau to produce and distribute their interconnect bills. Integrated into Intec's service bureau, LEConnect® is a flexible solution that helps speed up the billing process while delivering the benefits of security and redundancy.

Intec Telecom Systems Selects Transaction Network Services' LEC Gateway to Simplify and Speed-up Inter-Carrier Billing

Intec Telecom Adds TNS' LEConnect to CABS Service Bureau Offering

RESTON, Va.--May 5, 2004--Transaction Network Services, Inc. (TNS), a subsidiary of TNS, Inc. (NYSE:TNS - News), today announced that Intec Telecom Systems, a global provider of Operations Support Systems (OSS) for telecommunications companies, has signed an agreement with TNS' Telecommunication Services Division for LEConnect® data services.

LEConnect®, which enables customers to store and forward records using TNS' private extranet, supports records transport between carriers with 24 X 7 network monitoring and 90-day file archiving to preserve the integrity of transported data. This electronic data alternative minimizes data transmission errors, time lags, and administrative conversations, helping to improve efficiency while saving time and money.

"Our CABS service bureau offering helps carriers generate maximum network revenue and shorten the turnaround time for CABS bills and payments," said Fred Brott, president of Intec North America. "TNS is providing a single gateway to all available LEC data centers, so we only manage a single connection to TNS instead of custom connections to each LEC. LEConnect® offers the security, redundancy, and archiving that our customers demand and helps simplify the entire process while making it more cost effective."

"Intec is a leader in the CABS billing arena and we are pleased that the company is leveraging our LEC gateway to keep up with the changing CABS requirements and aggressive time schedules," said Barry Toser, Senior Vice President and General Manager, TNS Telecommunication Services Division. "In addition to CABS billing, TNS continues to develop new applications, including Primary Interchange Carrier records (PIC) and Local Service Requests (LSR), which keep LEConnect® in step with the evolving carrier marketplace."

Intec's service bureau uses the company's InterconnecT CABS CG software for its billing operation. InterconnecT CABS CG, part of Intec's InterconnecT product family, is also licensed to service providers who choose to perform CABS billing in-house. In the United States InterconnecT CABS CG has more than 130 license and bureau customers.

TNS' Telecommunication Services Division provides a full range of SS7, validation and fraud control, inter-carrier billing, custom network engineering and professional services to wireline and wireless carriers.
